Housing assistance for single moms
The U.S. Department of Housing and Urban Development runs the federal government’s housing assistance programs, which are administered by local public housing agencies such as the New York City Housing Authority in New York County. The New York City Housing Authority provides rent assistance programs for low-income individuals who cannot afford their entire rent. The program can help them pay their rent and avoid becoming homeless.
Single mothers often struggle to pay their bills, especially when they are raising children on their own. The federal government provides assistance for renters and first-time homebuyers by giving tax breaks to those who need it most.

Programs offering rent assistance for single moms

Despite the fact that single mothers are disproportionately hit with rent increases, they’re also more likely than any other group to be on a tight budget and struggling to pay their existing rent. In fact, it’s estimated that 20 percent of all single mothers live below the poverty line.
The U.S. Department of Agriculture (USDA) offers several housing programs that can help single mothers qualify for low-cost housing or even mortgages in rural areas. USDA’s Single Family Housing Direct Home Loan Program is the most common option for single mothers who want to purchase a home but have limited income. The program offers qualified applicants 30-year mortgages at interest rates below market value, and applicants must show creditworthiness and an ability to repay loans. The program allows applicants to obtain up to 102 percent financing, which means they can use the loan to cover mortgage closing housing costs as well as help with down payments in addition to covering housing costs associated with buying a home.
Low-income housing assistance for single moms
the lowest-income Americans — those whose income is less than one-half of the poverty threshold — spend nearly half of their cash income on housing, compared with only 15 percent among higher-income families.
In addition to paying high rents, low-income renters face significant barriers to housing assistance, which has not kept pace with rising rents and the rising number of low-income households that need it.
The share of households with extremely low incomes (ELI) that received federal rental assistance reached a record low in 2018 and has fallen for three straight years (see Figure 1). This troubling trend follows several years of uneven progress in reducing the share of ELI renters receiving assistance. In 2012, only 41 percent of ELI renters received federal rental assistance; by 2016, this had risen to 45 percent. In 2018, the share was down to 43 percent.
The rental assistance programs for single mothers are complex, and usually must be accessed through your local or state government. Many states have their own agencies that administer the programs in one or more counties. Each agency has different requirements for eligibility and funding. In addition, there are housing choice vouchers available from the federal government, which are administered by local public housing agencies (PHAs). They are also known as Section 8 vouchers. These programs provide rental assistance for single mothers, but the process of getting approval can take a long time.
If you already have approval for a Section 8 voucher, you may have an easier time finding a landlord who will accept it. This is because they are guaranteed to receive their monthly rent on time. There is less risk associated with renting to someone who has been approved for a voucher.
There are also private non-profit organizations that provide rental assistance for single mothers and other types of families in need. Be sure to check with your local United Way chapter to see if any programs exist in your area that may be able to help you with paying the costs of first month’s rent and security deposits.
Paying rent can be a challenge for many single mothers. There are programs out there, like the Section 8 Housing Choice Voucher program and the USDA Rural Housing Voucher program, that offer rent assistance to qualified moms. The key is finding one that fits your needs.
Section 8, also known as the Housing Choice Voucher Program, provides rental assistance to single mothers who are struggling to find affordable housing. The goal of this program is to ensure safe and sanitary living conditions for all Americans in low-income housing. This government run program provides vouchers for low-income families that need help paying their rent. If a voucher holder finds a place they like, they must get it approved by their local housing authority to ensure the unit meets certain criteria. If the unit passes inspection and all terms are agreed upon, they can begin making payments toward rent. This program is funded by the federal government but administered at the state level.
USDA Rural Development offers six types of housing loans:
- Direct Home Loans
- Guaranteed Home Loans
- Repair Loans and Grants
- Rental Assistance (Section 521)
- Mutual Self-Help Housing Technical Assistance Grants
- Native American Direct Loans
Salvation Army Housing Assistance
Salvation Army Housing Assistance provides transitional housing for adult men and women. The program operates in multiple locations around the United States, including Los Angeles, New York City, Chicago, and Houston. Transitional housing is a temporary living arrangement for people who are working toward independent living but need more time to become fully self-sufficient. Transitional housing programs often offer case management and life skills classes to help residents develop the ability to live independently.
While Salvation Army Housing Assistance operates transitional housing programs at hundreds of locations, the organization does not own or operate any facilities. Instead, Salvation Army Housing Assistance works with local community organizations that offer transitional housing services to provide financial assistance to residents who are working toward self-sufficiency.
Salvation Army Housing Assistance is available only to individuals and families who have already been accepted into an approved transitional housing program. Each applicant must have an active case with a social worker at an approved agency in order to apply for financial assistance from Salvation Army Housing Assistance. The program may be able to provide some financial aid for rent payments or other expenses while individuals complete the transitional housing program, but Salvation Army Housing Assistance cannot provide any direct financial assistance for individuals who do not have an active case with a social worker at an approved agency.
- Homelessness alone does not guarantee eligibility for transitional housing. While individual programs may set their own requirements, most programs require participants to meet two basic criteria:
- They must be homeless, meaning they lack a steady income or safe place to live at the time of application.
- They must demonstrate both the willingness and ability to work toward self-sufficiency after leaving the program.
- In addition to these basic requirements, transitional housing providers often prioritize applicants based on factors such as age, gender, physical health and family situations.

Catholic Charities USA is a Catholic Social Justice organization with a national presence. It offers several housing assistance programs designed specifically to help single mothers, including one in which they can provide low-income single mothers with the funds necessary to purchase a home.
The Single-Family Housing Direct Homeownership Loan Program provides low-income families or individuals with the opportunity to purchase a home of their own. In order to qualify, applicants must be without adequate housing and have an income that is less than 80 per cent of the area’s median income. This program gives loans directly from the federal government to pay for all or part of a mortgage payment on a low-income house.
In addition, Catholic Charities USA provides a free online directory where users can locate the agency nearest them by entering their ZIP code into the database.
Catholic Charities USA offers short-term, transitional housing to single mothers. The organization has a national network of agencies that provide financial assistance and counseling to families in need.
The Catholic Charities program is targeted at homeless families with children under the age of 18. Single mothers must be legal residents of the United States and must be homeless or facing imminent eviction.
Catholic Charities administers the Rapid Rehousing program, which provides families with rent subsidies and case management services to help them find permanent housing. Transitional Housing includes case management, life skills training and support services for single mothers with children who are transitioning from homelessness to permanent housing.
Money may be available for emergency rent or housing expenses, security deposits, energy bill help, and other costs. The exact type of aid offered will vary by location and the guidelines established by local parishes and churches. Any money that is paid out is for qualified low-income individuals only, including single moms, seniors, the disabled and others.
The Arlington Diocese also offers social service programs across Northern Virginia as well as the cities of Alexandria, Fairfax and Loudoun county. The charity administers several emergency assistance programs for income-qualified individuals and families. They operate in partnership with dozens of non-profit agencies to provide basic needs to people in crisis situations. They may be able to offer some cash grants for paying rent or utility bills or a security deposit on an apartment or home.
YWCA-Emergency Financial Assistance
Single mothers who need emergency financial assistance in order to make ends meet should start by contacting the YWCA. The YWCA provides a wide range of services to low income single mothers and families, including shelter and affordable housing programs, job training, and a variety of educational opportunities for parents and children alike.
YWCA programs are offered throughout the United States. To learn more about the specific services that are available in your area, contact your local YWCA chapter (see below).
The YWCA is dedicated to eliminating racism and empowering women. The organization has also been a leader in national efforts to ensure that women have access to quality health care, as well as to safe work environments. Founded in 1858, the YWCA is now one of the oldest, largest and most diverse women’s organizations in the world.
Emergency housing assistance for single mom
The YWCA is a community organization that helps single mothers with subsidized housing, job training, and financial assistance. Emergency housing is offered for those who are homeless or fleeing an abusive situation. The non-profit also offers help to those who need assistance finding a job and securing a career.
The group is dedicated to helping women make their next move in life. Career counselling is provided by staff members who assist single mothers with creating resumes, interviewing skills, leadership tools, and educational resources. The organization supports women in all stages of life and encourages continuous learning for personal growth.
The YWCA also provides translators for those who speak different languages other than English. Contact the non-profit organization to learn more about the programs that are currently available.
The YWCA can offer financial assistance for single mothers
- Energy Assistance: Single mothers can receive help paying their utility bills. The amount of assistance available depends on the type of utility bill and the state that you live in. Many YWCA locations also offer food banks and after-school programs to low-income families with children.
- Transitional Housing Grants: Single mothers can receive help paying rent through transitional housing grants. This will allow a single mother time to get back on her feet and find a new job or affordable housing option.
- Housing Assistance: Many YWCAs provide housing assistance for single moms. This can include emergency shelter services, transitional housing units and/or permanently affordable housing units. The type of housing available depends on the specific YWCA location.
- Day Care Vouchers: Single moms can receive daycare vouchers to help pay for childcare at a licensed daycare facility in the area where they live.
- To be eligible for financial assistance from the YWCA, you must be homeless or at risk of becoming homeless, you must live in Lansing or one of the surrounding areas and you must not earn more than 125 per cent of the poverty level income. T

FEMA Housing Portal
The FEMA Housing Portal is an online resource for survivors who are looking for housing information. The portal tool offers a housing status lookup and the ability to register for assistance. Survivors can also learn about how to find available rental units in their communities, how to apply for rental assistance, and how to file a complaint if they are having difficulties locating a rental unit.
The FEMA Housing Portal links disaster survivors to assistance that can help them with temporary housing solutions. The portal provides a list of available rental housing, including apartments and hotels, as well as rental resources that disaster survivors can contact directly. Disaster survivors who are eligible for the Transitional Sheltering Assistance program also may use the portal to identify available TSA participating hotels.
Hurricane Harvey survivors who have been referred by FEMA to find a place to live may use the FEMA Housing Portal to search for available rental properties that meet their needs including location and price. If a survivor cannot find an available unit that meets their needs, they will be asked to provide information on the type of unit they are looking for so FEMA can try to connect them with landlords who have not yet listed their units on the portal.
FEMA offers financial help to qualified families who need short-term rental assistance due to a disaster.
- You may qualify for FEMA housing assistance if:
- A major disaster has been declared in your area, and
- Your home was destroyed or you can’t return to it because of the disaster, and
- You don’t have homeowner’s insurance or other insurance that covers temporary housing expenses, and
- You meet the income guidelines.

Federal Housing Administration (FHA)
The Federal Housing Administration (FHA) offers a variety of rental assistance programs for low-income families. These include rental assistance vouchers, which help cover some of the rent on an apartment or home, and housing counsellors who can help navigate the complex bureaucracy of applying for benefits and finding affordable housing.
The biggest challenge for single mothers is to find affordable housing. They often turn to public housing or Section 8 in order to get a roof over their head. But this can be difficult to qualify for. This is where Housing Choice Vouchers come in. The federal government offers them through the Housing and Urban Development (HUD) program and they’re available in all 50 states.
The rental assistance program helps families with children, including single mothers and others receiving financial assistance, obtain housing in areas where they cannot afford to live. The program is designed to help families become financially stable by providing affordable housing. Eligibility is based on a family’s income and assets, with an asset limit of $10,000 for an individual and $20,000 for a family. To qualify for the cash assistance component of the program, a family must have an income of less than 50 per cent of the area median income for their county.
The subsidy covers the difference between 30 percent of the tenant’s income and 30 per cent of the rent paid by the tenant on- or off-rental unit. The tenant must pay at least half of his or her monthly rent in advance to receive any subsidy.
If your spouse or children don’t want to move, you might try buying a home in their name. Or you can use a reverse mortgage. Both are great options. However, they require careful planning and you’ll need to make sure you know what the taxes and other costs will be when you sell the home, since these mechanisms have built-in drawbacks.
Housing Counseling Assistance Program
The Housing Counseling Assistance Program (HCAP) provides HUD-approved housing counsellors to the public at no charge.
The program helps people address issues that affect their ability to maintain affordable housing, including foreclosure prevention, budget and credit counseling, financial literacy classes, reverse mortgage counselling and more.
In addition, the HCAP program supports organizations that provide affordable housing to low-income families in their communities. Grantees help clients purchase homes through partnerships with lenders and nonprofit organizations. They also develop affordable rentals, as well as manage and maintain existing affordable developments.
There are two main components of the Housing Counseling Assistance Program:
Housing Counseling Agencies (HCA). These nonprofit organizations provide housing counseling services to individuals referred by HUD-approved mortgage lenders, real estate brokers and agents, other housing professionals and individuals.
Intermediaries. These organizations are state housing finance agencies or similar state-designated entities that act as intermediaries between local HCAs and the U.S. Department of Housing and Urban Development (HUD).
Who is eligible?
To be eligible for counseling services, applicants need not be income-eligible or facing foreclosure. However, they must contact an agency participating in the program prior to signing any sale or purchase contract or before starting renovations. The agency’s counselor will help determine if the client is eligible for special programs such as those offered by HUD or other government agencies.

Federal Government Assistance Programs

Families that qualify for Section 8 may be eligible to receive free rent assistance through a voucher program, according to HUD’s website. The voucher is used to pay for the family’s portion of the monthly rent based on income levels.
HUD also has a program called Public Housing that provides affordable apartments in public housing developments for families who qualify based on income levels, according to its website.
To apply for these programs at HUD, visit your local Public Housing Agency to find out if you qualify for any of these programs. The agency will help you with the application process and determine if you are qualified based on income.

State Rental Assistance Programs
The amount of availability varies from state to state, but many states offer assistance to single mothers who are struggling with their rent through the Temporary Assistance to Needy Families (TANF) program. The amount of assistance you are eligible for depends on factors like your family size, income and assets. If you participate in TANF, the state may also provide you with other benefits like childcare assistance or job training programs. For more information about rental assistance through TANF, call your local welfare office or visit your state’s Department of Health and Human Services website.

These programs, supported by federal funding and administered by state housing agencies, offer monthly subsidies that help pay rent and utilities. They also may include other types of assistance, like security deposits or relocation costs.
The number of people who qualify for state rental assistance varies widely from state to state. In addition, the amount received can vary based on income and family size. For example, in California recipients receive anywhere from $300 up to $1,200 per month, depending on the region and other factors.
To qualify for these types of programs you must be a U.S. citizen or legally eligible non-citizen and have a low income as defined by the program in your state. The precise definition of “low income” is determined by the Housing and Urban Development Department (HUD), which issues guidelines for each state based on the median income for that area. In general, the household’s annual income before taxes must be below 50% of the median income for the county or metropolitan area in which you choose to live.
Help From Non-Profits
Housing assistance is available to low-income single mothers through various non-profit organizations. Single mothers who are poor and lack savings often qualify for Section 8 housing, which is also known as the Housing Choice Voucher Program. This program allows them to pay 30 per cent of their income for rent and the government pays the rest. The Family Unification Program helps low-income single mothers find stable places to live so that their children can be removed from foster care. To qualify for this program, a single mother must be referred by a caseworker from the Administration for Children’s Services or another public agency. Other sources of housing assistance are listed on the U.S. Department of Housing and Urban Development website (see Resources).
Financial help for single mothers from non-profit organizations can come in the form of food, clothing, housing and other basic needs. Some of the non-profits we’ve listed below make direct payments to landlords or utilities on your behalf, while others fund local shelters or food banks that may have a program for you to check out.

The two most common programs that offer rental assistance for single mothers are the Section 8 Housing Choice Voucher Program and Public Housing Agency (PHA). The federal government funds PHA to provide low-income housing for struggling families.
Here’s how they work: In exchange for paying your rent, HUD pays the landlord directly. Single mothers and those with children are eligible if they make less than $40,000 per year or $48,000 with a disability, and if they live in public housing or Section 8 properties. Single moms with children younger than five years old can receive a maximum annual payment of $2,750, which includes 30 per cent of the household’s adjusted income. Most single mothers will receive between $500 and $1,000 per month in assistance.
Single mothers who can’t set aside enough money each month to pay their rent or mortgage often have few options available. If you’re facing a shortfall and are looking for rent assistance, there are several programs that can help.

SNAP Benefits for Rent
The Supplemental Nutrition Assistance Program (SNAP) is more commonly known as food stamps and helps low-income families cover the costs of purchasing food. However, in some cases, you may be able to use your benefits toward paying your rent.
You’re only allowed to use SNAP benefits at authorized retailers, which don’t include landlords or utility companies. However, if your local grocery store has a policy of cashing out SNAP benefits for customers who ask — something that’s not uncommon — then you can request cash back from your SNAP purchases to help cover other living expenses.
Because SNAP benefits are issued on an EBT card the same way as debit cards, you may also be able to use them directly at select landlord’s offices or with utility companies that accept payment by debit card. You can check with specific retailers to see if they accept SNAP benefits.
SNAP Benefits for Rent, US I’m a single mother of three children. I work full-time, but my job does not pay enough for me to cover all of my expenses. I’ve been looking for a second job, but haven’t found anything yet. My landlord is threatening to evict me because I’m behind on my rent payments. If this happens, my kids and I will have nowhere to go. Is there any help available for people who are in danger of losing their housing because they can’t afford their rent?
You may be eligible for help if your total income falls at or below 130% of the federal poverty guidelines. The table below shows how much money you can make each month and still qualify for benefits. The number of people in your household is shown along the top row, and the amounts show how much money you can earn each month and be eligible for SNAP (food stamp) benefits. For example, if you live alone your gross monthly income must be less than $1,287 to qualify (130% x $983 = $1,287).
Temporary Assistance for Needy Families (TANF)
The TANF program gives money to states to offer cash benefits and other services to low-income families with dependent children. States may set their own guidelines regarding eligibility and the number of benefits paid out, but they must meet certain federal requirements. The program is intended to help needy families by providing temporary financial assistance so they can attain self-sufficiency.
The Temporary Assistance for Needy Families (TANF) program provides temporary financial assistance for pregnant women and families with one or more dependent children. TANF provides financial assistance to help pay for food, shelter, utilities, and expenses other than medical.
To be eligible for TANF you must meet the income guidelines and be either underemployed (working for very low wages), unemployed or about to become unemployed. Additionally, the child you are seeking assistance for must be a U.S. citizen or qualified alien and live with you.
In order to receive TANF benefits, you must participate in the employment and training component of the program. You may also be required to participate in work activities if you are receiving SNAP (formerly food stamps).
If you are determined ineligible to receive TANF, you may still be eligible to receive SNAP benefits.
While housing assistance isn’t limited to single mothers, it’s one of the most common rental assistance programs available. It’s also a major expense. The U.S. Department of Housing and Urban Development (HUD) offers several programs to help with this burden. If you’re eligible for assistance, you could receive a voucher that covers a large percentage of your rent payment if you meet income requirements set by the program.
Housing Assistance (HA) is a nationwide public benefit that helps with rent and/or mortgage payments. The program is administered by local housing agencies, which are non-profit organizations that help homeless people and other vulnerable populations find safe and affordable housing.
Housing Assistance is available for all eligible families regardless of immigration status. There are two programs:
Housing Choice Voucher Program (HCVP): Makes rental assistance payments directly to landlords, who then pay the tenant directly
Project-Based Section 8 Program: Provides rental assistance to low and very low-income households through a network of public/private partnerships. Project-Based Section 8 is a HUD program that provides rental assistance to low and very low-income households through a network of public and private partnerships.
Housing Choice Vouchers
Housing Choice Vouchers are a form of rental assistance that is administered by local public housing agencies (PHAs) on behalf of the Department of Housing and Urban Development (HUD). They allow low-income families to choose a private-market apartment. The tenant pays approximately 30% of monthly income for rent, and the housing agency pays the balance directly to the landlord. A family receiving a voucher can rent any apartment that meets federal housing quality standards.
A single mother with two children, working part-time, would be eligible for a Housing Choice Voucher if her income is at or below 50% of Median Family Income (MFI) in her area. In 2011 for example, 50% MFI for a family of three in Orange County was $41,000.
The Housing Choice Voucher Program provides “tenant-based” vouchers to low-income families and individuals to subsidize their monthly rent payments, according to HUD. This means that you can use your housing voucher in any privately owned apartment or house that meets eligibility requirements, including single-family homes, townhomes and apartments. The requirements include being safe and having adequate heat, electricity and water systems in place. You can’t use your voucher in hotels or motels or on mobile homes or boats; however, some local agencies may allow you to use them temporarily while transitioning into permanent housing.
